Participants of the International Forum «Tourism: science and education» pointed out the scientific novelty, timeliness and international importance of the problems discussed at its plenary and section sessions, conferences, seminars and exhibitions.
Within the framework of the Forum were carried out the first (opening) and the final plenary sessions, the International scientific - practical conference «Tourism and recreation: fundamental and applied researches», the UNESCO International scientific conference «Cultural tourism in aims of peace and development», a business seminar «Bologna process and professional tourism education», the All-Russia exhibition - conference «Ecological tourism: global experience and development prospects in Russia», the session of the International congress of professional tourism education, the first session of the Association of Leading Hospitality Schools of Europe (EURНODIP) in Russia.
More than 1500 people from 30 world countries (Russia, Austria, Belarus, Belgium, Great Britain, Germany, Italy, Lithuania, Morocco, Netherlands, Poland, Slovakia, Turkey, Ukraine, France, etc.) and 45 regions of the Russian Federation took part in the International Forum events. The work content and concerns discussed at the Forum were considered to be of great importance from the part of the Russian scientific community, the Higher Educational Institutions connected with tourism professionals training, federal and public bodies of legislative and executive authority, heads of leading enterprises in tourism branch, public organizations.
Representatives of the following institutions and government authorities participated in the Forum work: the State Douma and Federation Council of Federal Assembly of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Culture and Mass Communications of the Russian Federation, the Government of Moscow city, the Government of Moscow region, the city district Khimki Administration (Moscow region), the Russian Academy of Sciences, the Russian Academy of Education, the Russian International Academy of Tourism, the Russian Academy of Natural Sciences, the Moscow State University by М.В. Lomonosov, the Chamber of Commerce and Industry of the Russian Federation, the Russian Tourism Industry Union, the Open Joint-Stock Company «Central Council on Tourism and Relaxation» (holding), the Russian Architects Union, the All-Russia Exhibition Center. Expansion and strengthening of the international cooperation in the field of scientific maintenance of tourism development and professional tourism education as well as its forms specification were promoted by active participation in the Forum work of representatives from the Council of Europe and UNESCO in Russia, heads of the Association of Leading Hospitality Schools of Europe (EURHODIP), the International Association of Scientific Experts in Tourism (AIEST), the International Bureau of Social Tourism (BITS), the European educational institutions which are carrying out tourism staff training, outstanding experts - tourism organizers.
The Forum participants listened to more than 350 reports and speeches made by 9 academicians from the Russian Academy of Sciences and the Russian branch academies, 38 Doctors of Science, over 100 candidates of science, heads of the Russian Universities, famous foreign experts in tourism sphere that reflects a high scientific interest to the discussed problems content.
The International forum «Tourism: science and education» events were followed by the 1st Turkish-Russian Conference on culture and tourism «My Cappadocia» (Nevsehir, Turkey, May 2-8, 2007). The executives of 73 companies took part in it – tour operators from Russia and Turkey, outstanding Russian scientists, representatives from the Chamber of Commerce and Industry of the Russian Federation, the Russian Union of Industrialists and Businessmen, the Russian International Academy of Tourism, the Moscow Patriarchy of the Russian Orthodox Church, the Russian mass media. The Turkish party was presented by the Ministry of Culture and Tourism and the Ministry of Internal Affairs of Turkey, the Association of Tour Operators of Turkey, the Cappadocia Higher School, the executives of Cappadocia region (governors, district heads, city mayors). Plenary sessions, business meetings, round – table discussions, seminars, scientific expeditions and researches, scientific-documentary films shooting were held within the framework of the Conference. The Memorandum was signed on its outcomes in which the Conference organizers (the Cappadocia Higher School, the Russian International Academy of Tourism, the Russian Tourism Industry Union, the Moscow patriarchy of the Russian Orthodox Church) declared the readiness to develop the Turkish-Russian cooperation in innovative tourism areas, to carry out joint research and educational programs in tourism sphere.
As a consequence of reports and speeches discussions, working meetings at the Forum and Conference final plenary sessions the following recommendations were accepted.
1. General provisions
1.1. According to the objective necessity in tourism scientific researches expansion, innovative technologies application in professional tourism education consider the International Forum «Tourism: science and education» permanently active carrying out its sessions periodically - one time every two years. To recommend the International Congress of Professional Tourism Education to be the major organizer of the Forum.
1.2. To note growing attention to tourism problems from the part of the Russian Academy of Sciences and the Russian Academy of Education, corresponding committees of the State Douma and the Federation Council of Federal Assembly of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Culture and Mass Communications of the Russian Federation, the Federal Agency on special economic zones management of the Russian Federation, Moscow city and Moscow region governments, the Moscow State University by М.В. Lomonosov and others.
1.3. To emphasize positive trends in Russian tourism development, its scientific maintenance and innovative orientation of professional tourism education system. The Russian International Academy of Tourism (RIAT) acts as the consolidating center of scientific development in tourism sphere, introduction of innovative technologies in professional tourism education and application of the international experience in tourism staff training.
1.4. To point out the following International Organizations interest: the European commission of the European union representatives, UNESCO, EURHODIP, AIEST, BITS, IREST, the Cappadocia Higher school and some European Institutes of Higher Education in further expansion and coordination of scientific researches in tourism and professional tourism education, in formation of a new scientific investigation line – Touristics..
1.5. To note the depth and the scale of scientific researches in the field of tourism branch carried out by the Russian Academy of Sciences and the Moscow State University by М.В. Lomonosov regarding the study of the factors influencing the tourism development dynamics and the process of economy diversity in Russia, research methods elaboration to explore the Russian tourism-recreational potential and its efficient use.
1.6. To approve the results of the International Scientific Conference «Cultural tourism in aims of peace and development», hold under the patronage of the UNESCO representative office in Russia which marked the increasing role of cultural tourism in implementation of the UNESCO basic authorized goals and objectives on strengthening the ideas of peace and mutual understanding, enhancement and enrichment of intercultural dialogue, preservation and development of cultural, historical and natural heritage.
1.7. To mention the efficiency and practical orientation of the business seminar «Bologna process and professional tourism education» on step-by-step building of unified European educational area in sphere of tourism and recreation.
1.8. Positively evaluate the outcomes of the All-Russia Exhibition - Conference «Ecological tourism: world-wide practice and development prospects in Russia» and consider necessity of its regular carrying out.
1.9. To note the positive results of 1st Turkish-Russian Conference on Culture and Tourism «My Cappadocia» providing new prospects in the field of international joint research and educational programs on tourism and cultural cooperation.
2. In sphere of the international scientific - educational activity
2.1. To support the Russian International Academy of Tourism initiatives on the Bologna declaration principles implementation with a view of step-by-step building of unified European educational area in sphere of tourism and recreation, development of interaction with leading European universities, tourism and hospitality schools with active participation of the International Congress of Professional Tourism Education.
2.2. To approve proposals of the Forum participants regarding the necessity in elaboration and perfection of the European standard of international magistracy in professional tourism education. To support in this connection the idea of consortium creation «RIАТ - University Paris 1 Pantheon - Sorbonna» for training the international masters in touristics with the competence «the conceptualist of recreational designing» and the subsequent diversity in scientific - educational magistracy programs.
2.3. To support the RIAT initiative to enlarge the academic cooperation with the Bruxelles Free University on educational program «Ecological tourism management» taking into consideration the modern trends in establishment the European educational area.
2.4. To maintain the idea to create the Consortium «RIAT - University Nice - Sofia the Antipolicy - Genoa university - Turin university - Cappadocia Higher School» for joint development and realization of scientific - expedition tourism programs. To approve the Cappadocia project adjunction to this Consortium.. To apply to the European commission of EU with proposal to support the Cappadocia project within the framework of TEMPUS program.
2.5. To point out the important role of the Association of Leading Hospitality Schools of Europe (EURHODIP) in integration of educational programs and standards into hospitality sphere on the basis of the Bologna process principles and the significance of the first EURHODIP session in Russia. To suggest the Association of Leading Hospitality Schools of Europe should declare 2008 as the EURHODIP year in Russia and the CIS.
2.6. To recommend the International Congress of Professional Tourism Education to promote the EURHODIP ideas about the EUROQUAL program introduction in the Russian professional tourism education system.
2.7. In aims of perfection the scientific - methodical maintenance of Touristics and professional tourism education development, the international experts collaboration in sphere of tourism, the scientific analysis of global tendencies in this area, to support the initiative of creation the international scientific magazine «Tourism: science and education» and professional Internet - magazine «Touristics».
2.8. To support the RIAT initiative (the scientific - expedition tourism Chair) about carrying out students’ expeditions with priority participation of Institutes of Higher Professional Tourism Education:
- complex scientific expedition to Cappadocia (Turkey);
- complex scientific expedition to Alaska (USA);
- archeological expedition to Arkaim (Chelyabinsk region);
- water hike-expedition across Karelia;
- horse and water hike-expedition around Bashkortostan.
3. In sphere of scientific activity
3.1. To note positive results of scientific researches in tourism sphere carried out by the Russian Academy of Sciences in cooperation with the Moscow State University by М.В. Lomonosov, the Russian International Academy of Tourism and other establishments.. To recognize the following basic fundamental and applied researches tendencies in Russia for the nearest period actual and having value at the international level:
- development of the Concept for creation of unified tourism-recreational zones system of the Russian Federation, the complex estimation technique of tourism-recreational potential of territories at federal, regional and local levels;
- scientific substantiation of sustainable tourism branch development at various territorial levels; perfection of legal maintenance of tourism activity and safety; the system formation for statistical account, processing and analysis of statistical tourism data at all levels of tourism branch state regulation; development of reference and cartographical maintenance of tourism activity in the Russian Federation;
- elaboration of the Concept for creation and development of tourism-recreational special economic zones in Russia, scientific reasoning of borders, function models and management mechanisms of these zones.
3.2. To approve the activity of the Interdepartmental Scientific Council of the Russian Academy of Sciences on system-defined questions in recreation and tourism industry, professional tourism education with a view of scientific work coordination on these problems in the Russian Academy of Sciences and the Russian Academy of Education and other interested departments and organizations. To recommend broad highlighting of the scientific researches results fulfilled in cooperation with the Interdepartmental Scientific Council of the Russian Academy of Sciences, in scientific editions, at the international conferences and symposiums, in mass media.
3.3. In aims to strengthen connections between the science and the professional tourism education to recommend the Russian International Academy of Tourism to study the opportunity of recreation the All-Russia Research Laboratory on Tourism and Excursions attached to the International Congress of Professional Tourism Education on the RIAT base for scientific examination and preparation of proposals concerning the large tourism projects realization at federal and regional levels primary providing the branch with qualified personnel; participation in Russian standards of professional tourism education development and international standards of professional tourism education adaptation; preparation of recommendations on the international experience and innovative technologies implementation while training students in tourism field. To expand in this connection the interaction with Federal Agency on Tourism, Federal Agency on special economic zones of the Russian Federation management, the Russian Tourism Industry Union, the Open Joint-Stock Company «Central Council on Tourism and Recreation» (holding) and other interested organizations.
3.4. For scientific forecasting and maintenance of tourism branch development, shaping the scientific and professors and teachers staff working in professional tourism education system recommend the Russian International Academy of Tourism in cooperation with the Russian Academy of Sciences and the Russian Academy of Education to submit a proposal to the Ministry of Education and Sciences of the Russian Federation as well as to the Supreme Certification Commission (SCC) about comprising a new complex scientific speciality «Touristics» (tourism theory and practice) in the list of scientific specialities.
As a result to recommend the research centers of the Russian Academy of Sciences – the Russian International Academy of Tourism, the Russian Academy of Education – the Russian International Academy of Tourism to elaborate the passport (the registration certificate) of a new scientific speciality within the framework of the most significant researches subjects of the Russian Academy of Sciences and the Russian Academy of Education..
3.5. To prepare the appeal to the Supreme Certification Commission of the Ministry of Education and Science of the Russian Federation to insert the international scientific magazine «Tourism: science and education» - a body of the International Congress of Professional Tourism Education - in the list of magazines legally assisted by the SCC.
3.6. To support the scientific project «Provincial ring of Moscow suburbs», recommend the Russian International Academy of Tourism and the Committee on Tourism of Moscow region to take part in joint elaboration of the project Concept and Program.
4. In the field of legislative activity
4.1. To recommend the Federal Agency on Tourism in interaction with profile committees of the State Douma and the Council of Federation FS of the Russian Federation and attraction of scientific community, the leading experts working in tourism sphere to continue working out of the project «Tourism Code of the Russian Federation» with its subsequent approval at corresponding instances.
4.2. To accept proposals of the Open Joint-Stock Company «Central Council on Tourism and Recreation» (holding) to renew the legislative initiative on development and promotion of federal laws projects «About social tourism» и «About holiday checks “Rest”» as legal basis of economic mechanisms in realization the constitutional rights of wide sections of the population for rest and health improvement by means of tourism, increase of internal tourism efficiency in regions and tourism-recreational zones of the Russian Federation.
5. In the field of cultural tourism
5.1. To continue the scientific researches and perfection of training tourism staff programs aimed at elaboration and introduction of new forms and methods of cultural tourism connected with social and economical development of regions, preservation of their cultural, historical and natural heritage, variety of national cultures in present-day Russia.
5.2. To note positive results in creation and development of a network of UNESCO chairs on cultural tourism in aims of peace and development in Higher Educational Institutions of Russia and other states, expansion in this connection of opportunities to fulfill by means of tourism the noble UNESCO mission on familiarization the youth and various strata of society with the World cultural heritage.
5.3. To recommend the UNESCO chair of the Russian International Academy of Tourism to work out the system of monitoring the new tendencies in cultural tourism development, primary incoming tourism, using thus the UNESCO scientific developments, experience of the countries - participants in interuniversity network of UNESCO chairs on cultural tourism in aims of peace and development in particular the ones of the Institute of Higher Education and Scientific Researches in Tourism of Sorbonna University.
5.4. To support the international tourism project «Cappadocia» based on the unique nature - landscape and cultural - historical sights recognized by UNESCO as the world heritage. To recommend the company «My Cappadocia Travel» to carry out the detailed development of diversified tourism product around the Cappadocia region (sightseeing, pilgrimage (Orthodox religion), scientific expeditions, mountain-skiing, etc.).. To promote the most effective advertising of new tourism opportunities of Turkey and Russia (Altai, the Baikal and Far East regions, Ural, Western Siberia).
6. In the field of cooperation with the CIS states
To mention the activity of the United University of Tourism of the CIS Countries as the important tool for building the unified area of professional tourism education and development of unified tourism area in states - participants of the CIS, strengthening of scientific and educational community in sphere of tourism.
7. In the field of interaction with enterprises and organizations in tourism industry
7.1. To expand the cooperation between scientific, state and not state educational establishments and tourism industry enterprises and organizations in sphere of scientific - methodical maintenance of tourism development, training the tourism staff of high qualification as well as in working out new directions of tourism activity. As a result to cooperate more actively with Federal Agency on Tourism, Chamber of Commerce and Industry of Russia, the Russian Union of Industrialists and Businessmen and other structures.
7.2. To recommend the Russian tour operators to make better use of the international experience in cultural and social tourism development basing on inexhaustible recreational opportunities and traditions for cultural and social development of Russia.
7.3. To recommend the tour operators (employers) in connection with scientific and educational establishments to take more active part in elaboration and implementation of up-to-date educational programs and standards of professional tourism education of the third generation, to coordinate efforts in the field of forward planning the qualified specialists training, the internship providing and further employment of Higher Schools and Colleges graduates in tourism branch, creation of system for raising the professional skills level and retraining of the working tourism staff.
8. In the field of ecological tourism
8.1. To consider expedient carrying out regularly (annually) the Russian inter-regional scientific - practical Conference «Ecological tourism: world practice and development prospects» with the international experts participation..
8.2. To recommend the Russian International Academy of Tourism in cooperation with the research centers the Russian Academy of Sciences – the Russian International Academy of Tourism, the Russian Academy of Education – the Russian International Academy of Tourism to prepare motions about the elaboration of target program for development of ecological tourism in Russia and to introduce them at the Federal Agency on Tourism. To recommend in this connection the regional structures on tourism branch management to include the ecological tourism in target programs of its development.
8.3. To appeal on behalf of the All-Russia Exhibition - Conference «Ecological tourism: world practice and development prospects in Russia» participants to the directors of national parks and biosphere reserves in Russia to make more efficient use of exhibition activity as the tool of ecotourism products and programs promotion on the internal and external markets.
The Participants of the International forum «Tourism: science and education» express their confidence that the Forum recommendations, scientific reports, opinions exchange on actual problems of tourism development and professional tourism education, active participation of international experts in the Forum activity will be a constructive basis for further scientific searches, development of practical measures for perfection of tourism branch, strengthening the international cooperation in implementation of Bologna declaration provisions aimed at integration of professional tourism education and its innovative development.
